Watson, Webb face more charges

PENDLETON – Cody Watson and Michael Lewis Webb are each facing four additional charges of aggravated murder due to an amended indictment last week.

The two men, accused of killing a family of four in a mobile home fire July 29, now are charged with 10 counts of aggravated murder, first-degree arson and first-degree burglary.

Evidence about the case still is being revealed, and the Umatilla County Major Crime team is working quickly, since Watson has been set for trial Sept. 26, said Umatilla County District Attorney Chris Brauer.

“That is a very close time frame, in terms of trying aggravated murder cases,” Brauer said. “That said, the court has set that date, and we intend to be prepared.”

Brauer said the death penalty could be pursued against Watson, 19, and Webb, 21.

“Aggravated murder carries as a possibility … upon conviction, the death penalty,” he said. “We are not going to eliminate any of our possibilities.”

Bob Browning, his wife Debbie Barnett, and their daughters Dawn Browning, 4, and Stephanie Browning, 3, were killed by smoke inhalation when their mobile home was set ablaze at about 2:30 a.m. July 29.

Four of the charges for aggravated murder were for each of the victims and because another person was killed at the same time. Four more of the aggravated murder counts were because the murders took place during the commission of another felony, first-degree arson.

Two of the aggravated murder charges were because the children were under 14 years old.

Neighbors said Watson and Browning, who lived near each other at River View Terrace Mobile Home Park, had a long-standing conflict that escalated before the arson fire.

Webb also lived in the trailer park.

Residents there said the arson-murder has caused conflict between family members of Watson’s and Webb’s, and other people.

Since 1904, 60 people have been executed in Oregon, including four men from Umatilla County – Sheriff Til Taylor’s killers, and a teen who killed a Hermiston farm family in 1941.

The last person executed in Oregon was given lethal injection May 16, 1997.

Oregon’s death row currently holds 27 people. The latest death sentence in Oregon was handed down in August 2001.
