Drug bust yields 11 arrests

Several law enforcement agencies raided eight Hermiston and Umatilla residences Tuesday and arrested 11 suspects, including one on suspicion of sex crimes.

Police also found 11 pounds of marijuana with a street value of about $33,000.

The raid involved members of the Blue Mountain Enforcement Narcotics Team, the U.S. Drug Enforcement Agency, U. S. Border Patrol, Oregon State Police, the Pendleton Police Department and the Umatilla and Morrow county sheriff’s offices.

In addition to the marijuana, police seized three firearms, about three grams of crystal methamphetamine, a small amount of hashish, $8,000 cash and five vehicles worth about $200,000 collectively.

“This was a result of a nine-month narcotics and financial investigation into a large scale marijuana drug trafficking organization operating within the states of Oregon, Washington and California,” said Pendleton Police Sgt. Mike Loughary.

Police arrested the following: Fermin Rafael Espain, Fredi Saul Espain-Rafael, Olegario Espain-Rafael, Efrain Espain-Salas, Jesus Gonzalez-Carrillo, Abel Navarte, Custodio Avila Navarrete, Germen Orozco-Guteirrez, Pedro Antonio Orozco-Muniz, Eriberto Rodriguez-Estrada and Rolando Rodriguez-Estrada.

Loughary said police charged each with different crimes and booked them in the Umatilla County Jail in Pendleton. Authorities also placed U.S. immigration holds on each.

Oregon State Police, however, charged one suspect – Rolando Rodriguez-Estrada – with sex abuse crimes when police discovered he had allegedly had sexual relations with an underage female at the residence.

Four of the suspect remained in the jail as of this morning – Fermin Rafael Espain, Olegario Espain-Rafael, Rolando Rodriguez-Estrada and Eriberto Rodriguez-Estrada.

OSP charged Fermin Rafael Espain, 25, and Olegario Espain-Rafael, 24 with one count each of possession of marijuana, distributing marijuana and frequenting a place where controlled substances are used. The possession charge is a class B felony, distributing is a class A felony and the frequenting charge is a misdemeanor. The two also have immigration holds, and each has $35,500 in bail-bonds.

The Hermiston Police Department charged Eriberto Rodriguez-Estrada, 19, with first-degree criminal possession of a forged instrument, a class C felony. His bail is $6,000 for the charge and he has immigration hold.

Rolando Rodriguez-Estrada, 22, faces charges from OSP of one count first-degree sexual abuse, one count of second-degree rape and four counts of third-degree rape with bail of $80,000. First-degree sexual abuse and second-degree rape are class B felonies and third-degree rape is a class C felony.

Loughary said the investigation is continuing and police expect further seizures and arrests “from this large scale drug trafficking organization.”

BENT is comprised of detectives from the Oregon State Police, the Pendleton, Milton-Freewater, and Hermiston police departments, the Umatilla and Morrow county sheriff’s offices, and an analyst from the Oregon National Guard.
