Our view: Addressing Athena’s housing challenge

A recent gathering in Athena brought together state and local representatives to tackle a pressing issue — the potential loss of a longstanding affordable housing complex.

Led by Sen. Bill Hansell, R-Athena, the meeting shed light on a fundamental misunderstanding rooted in differing floodplain maps — an obstacle that must be addressed to chart a viable path forward.

The Umatilla County Housing Authority manages the property in question, known as McEwan Homes. This community comprises approximately 20 units of various sizes, offering crucial affordable housing options, including rare four-bedroom units, for residents of Umatilla County. However, recent adjustments to floodplain boundaries by the U.S. Department of Housing and Urban Development have raised red flags, jeopardizing the property’s eligibility for crucial funding.

The impromptu meeting, attended by local and federal representatives, underscored the urgency of finding a resolution. Hansell organized the gathering to ensure that U.S. Rep. Cliff Bentz, R-Ontario, gained firsthand insight into the challenges facing Athena residents. Discussions highlighted the importance of aligning floodplain maps to facilitate coordinated action and prevent housing insecurity for vulnerable community members.

Tristin Martinez, COO of the Umatilla County Housing Authority, emphasized the agency’s commitment to preserving affordable housing options. The goal is not to displace residents but to navigate the regulatory landscape effectively and secure the necessary support to maintain operations.
