B2H project to request site certificate amendment

SALEM — The Oregon Energy Facility Siting Council will hear a proposal from Idaho Power for an amendment to its site certificate for the Idaho-based utility’s Boardman to Hemingway transmission line.

The proposed changes include adding 1,036 acres to the site boundary to allow for the adjustment of three transmission line route segments, approximately 8.8 miles total, and road locations, totaling about 45.9 miles.

The council will hear the proposal during a Friday, Sept. 22, meeting, which is open to the public both in person and virtually using the online Webex platform. The meeting starts at 8:30 a.m.

The proposed site boundary additions in Union County are limited to access road design updates along the previously approved routes in open rangeland and forested areas. Idaho Power is looking to add 1.8 miles of access road.

Idaho Power plans to break ground this fall on its 300-mile, 500-kilovolt transmission line that would cross five Oregon counties, including Union County. It would connect the proposed Longhorn Substation east of Boardman to Idaho Power’s existing Hemingway Substation in Owyhee County, Idaho. The transmission line will be jointly owned by Idaho Power and PacifiCorp, with the Bonneville Power Administration contracting to use the line to serve customers in Southeastern Idaho.
