David H. Payne, 60, of Pendleton, died Dec. 15, 2020, at his home. He was born Dec. 1, 1960, in La Grande. A tribute and toast will be held Saturday, Aug. 28, 2021, from 2-4 p.m. at Pendleton Center for the Arts, 214 N. Main St., Pendleton. Due to state mandates, masks are required.
