HPD acting Police Chief Jason Edmiston said officers were called to the grocery store at 1875 N. First St. on a report of a fight in the parking lot possibly involving security employees.
Officers arrived and arrested Elijio Antonio Mendoza, 25, of 1650 Second St., and Steven Arreguin Grimaldo, 20, of 900 Old River Road, both of Umatilla.
Both were booked into the Umatilla County Jail.
Edmiston said the officers found the men had tried to steal around $10 in merchandise, including beer. An in-house security employee tried to stop the theft, and Mendoza and Grimaldo fought back.
Police charged the pair with one count each of of third-degree robbery and third-degree theft. Edmiston said Grimaldo initially gave a false name, so he was charged with providing false information.
Third-degree robbery is a Class C felony in Oregon; the other charges are misdemeanors.
