Oregon House approves bill to outlaw puppy mills

SALEM – The Oregon House has overwhelmingly approved a bill to outlaw so-called puppy mills.
The measure approved 46-13 Tuesday would prohibit the possession of more than 50 sexually intact dogs 2 years or older for breeding. It also would require minimum care standards, including exercise time.
Supporters argued before the vote on House Bill 2470 that state law should limit the number of dogs in one place.
More than 130 breeders came to Salem to oppose the bill, which was backed by the Oregon Humane Society.
But state Rep. Paul Holvey, D-Eugene, said reputable breeders will not be affected by the bill.
