Irrigon balks at proposed county tax levy price tag

IRRIGON – The city is hesitant to support a proposed tax levy for county road improvements because of the $10 million price tag. The bond, if passed, would pay for several road improvement projects, including one near Irrigon on Depot Lane, which connects Division Street with Paterson Ferry Road.

City Manager Jerry Breazeale informed the City Council Tuesday he had received a letter from Burke O’Brien, Morrow County public works director, regarding the proposal.

Councilman Andy Reid expressed concern the city wouldn’t see the benefits from the bond that would be paid on for five years.

The other projects include Sand Hollow Road near Heppner and Kunze Lane in Boardman.

Richard and Elleanor Partridge, both Irrigon residents, expressed concern about the proposal.

“When you’re seniors you live on a limited income,” Elleanor Partridge said. “In my opinion, it doesn’t warrant it.”

Richard Partridge said if the repairs weren’t necessary, he didn’t see why they should pay for it.

“I can attest all those roads are in very poor shape,” Councilman Ken Matlack responded.

At the suggestion of Councilman Bob Flournoy, the city will invite O’Brien to its next meeting to discuss the project and answer questions.

In other business, the council elected Mayor Pro-Tem Chuck Neumann to replace Don Baxter as mayor. Baxter resigned Feb. 14 because of health concerns. Councilman Jesse Pena was elected to replace Neumann as mayor pro-tem.

Flournoy made a motion to formally name the skate park, “The Don Baxter Skate Park.” Baxter had worked tirelessly to make the project a reality. The council unanimously agreed to name the park after its former mayor.

Rick Yardley, a member of the skate park committee, reported the grand opening for the skate park would be at noon April 14. The council unanimously approved spending $1,000 to bring professional skate boarders to provide a demonstration during the opening.

“We have funds we can use for promotion of the skate park,” Breazeale said. “I think it’s appropriate use of money for this purpose.”

In other business, the council:

?Heard timelines for the City Hall project. Advertising for bids will begin Monday and the contract will be awarded April 10. Ground breaking for the project would occur April 20, with anticipated completion by Sept. 21.

?Approved placing a veteran’s memorial on city property. The Oregon Veteran’s Motorcycle Association is applying for a grant to erect the memorial.
