Letter | Flood control starts with trees

[I’ve found nothing about Duke Energy having an incinerator project anywhere in Oregon, and I can’t read his handwriting]
Whose problem is flood control? The Army Corps of Engineers, the state, the county? It seems like we should be taking a look at the situation now, like eliminating the cause of our last two floods: trees and brush.
With yearly maintenance it would be far less expensive than the huge cost of the damage done. The casino could even invest in an incineration plant, like ?? Oregon’s Duke Energy to make electricity of anything that will burn, including Umatilla River trees.
