Wanted man flees from officers in Pendleton

<p>An Oregon State Trooper rammed a Masda pickup to end a police pursuit on a man wanted on warrents out of Sandy on Thursday east of Pendleton.</p>

An Oregon State Police trooper used a stun gun Thursday morning to stop a man from fleeing on foot following a car chase that ended outside Pendleton, according to state police. Andrew Ball, 23, of Sandy, faces multiple charges related to the chase.

OSP Trooper Micheal Wolf stopped a 1987 Mazda pickup northbound on Highway 395 near Milepost 7 south of Pendleton for speeding, state police reported. Wolf identified the driver as Ball, who was wanted on a warrant out of Clackamas County for failure to appear on a charge of harassment. When the trooper went to take Ball into custody, he sped off toward Pendleton.

A short distance down the road, a Pendleton police officer joined the chase. Ball drove into the Pendleton area recklessly at high speeds on city streets, according to state police, and then turned onto Interstate 84 at Exit 209. He left the interstate at Exit 210, drove down Southeast Third Drive locally known as the Viaduct then onto Southeast Court Avenue and headed east onto Old Highway 30 toward the Umatilla Indian Reservation.

Several people witnessed portions of the chase, including Oregon Department of Environmental Quality employees on the third floor of the state office building at 700 S.E. Emigrant Ave. One worker said the Mazda drove on the sidewalk to pass a semitrailer on the right at the intersection of Southeast Third Drive and Court Avenue.

Penny Walker said the chase ended by her property, which is just east of the overpass with Highway 30 and near the reservation border. She went outside to water her yard, she said, when she heard police sirens and saw the pickup headed toward Pendleton.

This guy was just cooking it right along, right out in front of my house, Walker said.

The driver put on the brakes as police sirens screamed from the direction of Pendleton, she said, and then he tried to turn back toward the reservation. Thats when Wolf drove his car into the Mazda, striking it between the drivers door and the rear wheel well.

Wolf tried to pin the pickup near an embankment on the north side of the road, and Pendleton police Officer Nathan Bessette closed in with his car, but Ball wasnt done. He bailed through the drivers side window, crossed the front of the police care and took a wild jump over the embankment, Walker said, with the trooper and city officer on his heels.

Wolf then shot Ball with the stun gun, causing Ball to stop fleeing, according to state police. Walker said the suspect was yelling and cursing as officers hauled him up the bank in handcuffs. State police said Ball wasnt injured.

It was kind of scary, kind of up close and personal, Walker said.

She also credited police with making the spit-second decision to collide with the pickup and end the car chase.

Police found three pounds of marijuana in the Mazda, state police reported, and booked Ball into the jail for the following:

felony attempt to elude in a vehicle;

misdemeanor attempt to elude on foot;

reckless driving;

possession of marijuana;

and the warrant, a misdemeanor.
